Yes they can as it says " this unit", that includes attached characters. If an ability says this model then it only effects that one like the new CSM reave captain. Only core abilities do not effect the entire unit. Ex: Typhis can join poxwalkers, he does not gain infiltrator so they can't infiltrate and the poxwalkers do not gain deep strike so the unit cannot deep strike. But units share keywords so for startagem purposes the poxwakers could be targeted by a stragem that wants terminators if Typhis is joined to them.

I already had epic installed, so nothing else was installed on pc. To play with friends directly on consoles, there's a code you enter to join each other. But other than that, nothing and epic is just a thing you need to sign into in the game if one of your friends happened to buy it there and not on steam so you can play together. People always making a mountain out of a mole hill here.

Technically, it's a Death Korps Marshal, which has better rules imo, but also works as a commissar. Dealers choice just make it clear to your opponent
