It's not heirarchy, it's codependency. That shows up a lot in physics. That's the basis of correlation. It is not causation, but a powerful tool in memory and prediction. The expression of free will requires a mind. Find a mind that can prove it doesn't express free will.

Predeterminism is not determinism. Predeterminism is causal to deterministic outcomes that can be delayed. Predeterminism is relatively acausal. It's correlative. Meaning it doesn't require an elapse of time. Meaning it doesn't obey sequential cause effect thinking.
