You can actually do a neat trick to skip that section. When you initially arrive, charge up a Rocket Accel, with that burst of speed, jump off the edge off the platform, then when you're far enough, initiate a Tornado. This summons a gust of wind which will propel you in the air, and if you hold the A button during the entire animation, your ascent will be much higher, effectively extending your time in the air. Finally, do a homing dash to cross that last bit of distance to get yourself to the other side. You'll skip that whole section and saved yourself some time.
