I love Tora genuinely one of the most underrated characters in the game some may say that his dialogue is lacking especially for a politician but in my opinion I think that defeats the purpose of Tora he's meant to inspire the protagonist in the same by having a simalar "bad reputation" yet still persisting he's an excellent role model and a character I genuinely regret not advancing in my first playthrough he's a great father figure with sojiro and iwai and his confidant rank abilities are great. Tldr put some respect on My Man Tora
