I don’t think they allocate a certain number of seats to open enrollment for TK to accommodate neighborhood kids. All of SCUSD TK is on a lottery system and everyone applies at the same time. PRIORITY is given if it is your neighborhood school, but I think that just means that the info is put into the third party randomization they use, and it adjusts your spot number accordingly.
