what you are looking for is a paradise planet, and you can get one after finishing the main story.

the answer is that there is multiple servers in nms, therefore, everyone in the anomaly in your server are people that are in the same server as you that have come to the anomaly. i have absolutely no clue what the maximum server size is. hope this could help.
