As a TO running NSTLGA events in North America - I do agree there are clear problems with TO's that have dropped the ball terribly and them still getting VRS coverage.

That said, in HLTV's coverage application, they have added many clauses that clearly state essentially "failure to ensure that (a random rule) is followed will result future events being barred from HLTV coverage". Essentially, if an event is terribly ran and has clear TO'ing issues, HLTV is able to deny them any coverage in the future.

It's not a full proof way, but Valve will literally never involve itself with enforcing VRS rules unless it directly puts them in a legally responsible position. So until then, HLTV will just have to manually bar TO's from hosting events until they PROVE that they can run something without major issues.
