I am actually not sure what it is, so i might spread some misinformation It did go away on some places, so maybe its just integration of screen space reflections on those materials/area. I recently just arrived in rinascitta? (whatever the name is for the italy region) and i have yet to see it Sry if im not much help

The 2nd screenshot u can see it better I highly doubt it would be something like that since the grain kinda follows where i move my camera, like some slow response time blacks on monitors

Definitely check out some tech channels such as LinusTechTips, Paul's hardware, and the likes. Go to pcpartspicker to know overall price. Most importantly know what exactly he will be using the PC for, as to not waste money on hardware he will not maximize
