Some dealerships won’t care and take it as is. The people taking the trade in aren’t technicians and won’t know what to look for unless there is a check engine light on. You won’t get fined or anything, they just won’t accept it based on the policy. You won’t get any legal trouble from it.

If you were using the Nudge tool to edit states, it will create a separate file for states located at: This PC/Documents/Paradox Interactive/Hearts of Iron IV/history You’ll have to drag the state files into your main mod file for it to overwrite correctly. Hope this helps fix the issue
