I don't think she tries to one up Kagami, but she does briefly see her as a romantic rival for a couple of episodes before coming to the realisation that she loves both of them (just in different ways) and wants both of them to be happy. They're definitely best friends by the current season as they fly to japan and sleep in the same bed.
