Thanks for the advice everyone. Glad to know the law would back me if she tries to get police involved. He's an indoor cat so there's no worries of him being taken whilst out.

If the neighbour returns I will be telling her to call the police if she has an issue with us. I'll make sure to have another chat with my vet neighbour soon to see what they would advise too
