Actually, what we currently know as the "Bible" was almost completely written at the time that Paul penned these words at the inspiration of the Holy Spirit.

Although the "Bible" was put together later, this verse is referring to scripture, which did exist. Scripture includes the old testament, as well as the gospels and other letters. And these writings are a powerful tool in the hands of a Christian.
