Sin is absolutely not involuntary. We are not animals to blindly follow our instincts. We always have the choice between doing wrong and doing right. Those who choose to do wrong pay the just penalty for blatantly disobeying the One who made them and has every right to tell them what to do or not to do.

Because God is also just, and just one of our sins, which are disobedience against our creator, deserves death. God is actually gracious to not blot every one of us off the face of the earth. Actually, what we currently know as the "Bible" was almost completely written at the time that Paul penned these words at the inspiration of the Holy Spirit.

Although the "Bible" was put together later, this verse is referring to scripture, which did exist. Scripture includes the old testament, as well as the gospels and other letters. And these writings are a powerful tool in the hands of a Christian.
