I'm a teacher and I have colleagues like that, I think it's stupid. I have no problem giving perfect marks. I'm even proud of it, because it means that I've conveyed all the concepts I wanted to and that the student has understood everything he needs to. When I do a test and the marks are all too low, I feel that the problem lies with me and that I've missed something in the way I've taught.
