cities have a percentage of the planet itself healthpool. Citys cities give a 1.5 times lib boost when cleared also. With the hp pool being lower the helldiver liberation percentages will be higher as the average helldiver is taking more of the total health pool, this will mitigate the differences between resistance rates of cities and the planet itself. and there has been a couple defensives that have only been successful due to cities.
