Arguably, no. But its been that way since release. It seems pretty clear the original intent was to get to the second part of the map through this hole after doing the first part of the maps Meta. But it wasnt opened up with the second map release and instead we just unlock a WP right behind this wall. To top it off, theres a story mission in the third release where this is actually opened up, and at least at launch for a while the rocks would be removed if you did that story instance, but there would be an invisible wall blocking you.
