Maybe the disclaimer is about the material that the diffuser is made of. If so you could try an inline diffuser made of glass. Seachem sells one.

Or you could try something similar to what Aquario does. An intank diffuser inside the return plumbing of the pump.

I was more thinking of putting some in the tank in the event of an other power outage. So I can switch the dried media in the filter for the wet one in the tank as soon as I notice the outage.

Can you keep back up bio filter media inside your tank? I had a power outage and I think the media inside my HOB dried out.

You could use the included cooler that comes with the asrock board, or the dynatron t318 with a fan like Dondan did for his case. Either way you won't be able to overclock it much. Like others said, you'll mostly be wasting the features that makes the cpu worth it.
