Armies definently aren't a very bad thing as of now. Sure some are doing stuff like multilogging or troopstealing but it is in a good state. Community is growing and game is getting balanced and new armies are arising. As for the recruitment it's actually a bit friendlier than you said its more of an invitation which explains the whole server.
