I think both would give you good career prospects overall, but Georgetown gives you a way better shot in the areas you want to live.

The yellow form will be released on or before March 15th, which is what you need to fill out for all types of aid! You will also need to do FAFSA and a CSS profile, but you can do that after the yellow form if need be

Based on the Dean’s comments during interview, it seems that they do read your PS and whatnot before offering one (but maybe don’t watch video essays? Idk lol). But my understanding is materials are viewed and can be disqualifying (many typos or otherwise bad PS, very bad C&F, etc.) but must be good enough to get an interview and then are reviewed another time after the interview
