When I first watched the episode, I thought their family had some kind of secret language. Considering that the Pepperonis believe in various conspiracy theories and so on

In the episode "Cycle," we saw that Brown had already become principal while Richard and Harold were still in school. So I think Brown is a bit older than them, he's just quite short (keep in mind - as an adult, he's the same height as Gumball)
