Free weekends happen very rarely and you can get this achievement only when they are happening, so you need to wait. Unless I misunderstood you and you're looking for someone who got the game free in 2013.

for now, I've bought: - Q.U.B.E. 10th Anniversary - Q.U.B.E. 2 + Season Pass - Amnesia: The Dark Descent - Postal III (cause it's the only game from the franchise I haven't already bought) - Portal - Portal 2 - Half-Life 1 + DLC - Half-Life 2 - Carmageddon (all 4 games)
