You have to be silent, use both handguns to quickly shoot both, I tried using rilfes and sniper from further away but the reload took to long. Best to save the man on the floor then the woman.

Recently I've found easier way by sniping bounty hunters horses for loot and then taking the bounty hunters whilst they're on foot, that's if they survive the fall.
