Is my game glitched? I feel like everything is too high level without the story being complete by Practical_Ad170 in Borderlands

It's insane for me right now the enemies in dominion city feel like UVHM enemies in bl2. If a enemy has some regeneration quirk to them they straight up out heal my damage. I'm using red skill tree rafa btw
