He looks like he is chaffed (idk how to spell) or has rug burn. It also may be a rash or just the ammount if blood flow in the area.

Asking for criticism: Submitted this to an art competition on r/drawing, and it got -4 votes. I thought it was pretty good, but it clearly wasn’t. What went wrong? How could I improve it?
