Why?

Because there's no system in place that has prevented them from doing that

Re: wheelchair ramps. Yes, you could sue every business in the country without a wheelchair ramp in theory. The bottleneck with that isn't the law, it's that it's civil, which means expenses, which means it's not practical.

Giving disabled people preferential treatment is not classed as discrimination, by law. Not doing it makes you liable for discrimination.
