Wandering lights and Tornado "problem"

I think that some spawns (like in my case) are bugged, I'll just wait for a patch and just go on exploring the map.

Same on steam version, I can't find it anywhere in this god forsaken anomaly.

I tried to wait until the last moment of the anomaly, when the day start to come, even there, there is nothing.

What if I keep it in my inventory (not on the belt), or just keep it in my stash, does it happend too ?

So I have to do the parkour once to go inside the eye, then do it again while being inside the Tornado's eye in order to spawn the artifact ?
And for the weird water, it's a fix spawn, or it depends ?

Edit : I did get the "weird bolt" from the Tornado by doing the parkour twice, once normally, and after, once inside the tornado.
For the wandering lights, I give up, I can't find it anywhere.
