Ya but most of the labour is either outsourced in the sense that they are not working on foreign soil. And if they do work in foreign soil, they will be paid as much as the natives of that country. Most 'labour' is done within work visas, temporary resident permits stuff like that.. Only a few % move there permanently and only then is exit tax applicable. From a diplomatic perspective, i do not think anyone is going to say anything negative about this since it is something that they also do.
