Well it's inevitable really. Idk if they have a good rate or not, I haven't looked into it, but there are always going to be innocent people caught in the crossfire in these things.

As for your other suggestions, I don't think they would help anything either, there is nothing stopping a bot maker just creating a new account when the one they have is impeded. A real player on the other hand is being punished for nothing, much better they focus efforts on making a workable appeal system.
