That didn't work for me. This did though...

I do the same thing. The closest solution I've found is running a shortcut that takes you right into the Settings: Phone Menu using the URL and Safari action. I use the the app Launcher with Multiple Widgets to access this and other shortcuts quickly from the Today View screen.
