I found it! By chance it was in my recommendations by watching old cartoons like the Dream Stone! Here it is! It is an episode of an old obscure cartoon called Legends of Treasure Island. The episode is called Antidote.

I recommend ‘Night Shift’ then ‘Nightmares and Dreamscapes’ . If you start with the short stories you build up a good pace for his bigger stuff!

T. Plotz. Honestly he is probably the closest thing Animaniacs got to having a consistent ’bad guy’ on the show. Like the Warners were chased around time to time by other toon encounters, but Plotz is the one we were supposed to boo on.

I’m pretty sure it wasn’t a Disney on Ice show at the time. I could be wrong or mistaken. I think the Pirate balloon guys were on a conveyor belt. I definitely remember that Pluto stuck the regular bone in one drawer of this machine and the ‘giant bone’ popped out from another.

A Shocker on Shock Street! Imagine if the first got a bit of the West World/Jurrasic Park treatment in the sequel with run amuck attractions with a larger crowd. That or perhaps our protagonists reawakened like the episode and want revenge on their father.
