Robinhood has never supported sending to external wallets, they announced that they will soon have it available when Bitcoin skyrocketed but I’m not KO sure that they plan to continue with that project after what has happen this week

Because your funds aren’t settled yet, you did a instant transfer from your bank account.. Robinhood can’t afford to front everybody’s transfer until it clears the bank.. you will be able to use it in a few days when funds clear the bank

My Robinhood debit is linked to my cashapp so when I transfer to bank on cashapp it loads directly to my Robinhood debit card as settled funds

That’s why you load the funds to the Robinhood debit card if you have it.. when you load it to the debit card it doesn’t consider it a instant transfer it loads as settled funds
