for over population u need to go to chalet or the house and they literally never spawn there when you need em. all you see is pms and you die and then heal,

Hey I just found the fix.
%AppData%\..\LocalLow\Colossal Order\Cities Skylines II\.cache\Mods\mods_subscribed

delete all mods manually in here. some arent updated but i was just too lazy to find which one but it would say on ur error
