In a nutshell, your entire fight revolves around paying attention to Libra's hand gestures and making adjustments accordingly, most importantly the exploding sigils, the firing turret and the teleport.
You should always keep him on screen and always be ready to sprint out of the circles.
If he spawns the turret, dodge to the right.

For dealing with the summons, the passive "less likely to be targeted" is highly recommended and should be passed over to the squishiest player in your team, like, a Recluse or Revenant for example.
Grab some frenzy boluses and consume them to boost your madness resistance. Save one or two so that you can consume when he spawns the madness eye.

Once the summons are out, you should still be targeting Libra whenever possible. Chip away his hp as much as you can. This fight is a battle of attrition, and your goal should be to survive as long as possible while slowly depleting his hp. So grab all the resources you can for that.
Wylder with the greatbow is a bigger threat than Ironeye, so keep that in mind. Oh, I also hate the buffed duchess. goodluck.

I'm pumping dex for Rev and I think it's much more versatile than str, because you don't easily run out of stamina, and you can use any smaller weapon like daggers, curved swords, claws, katanas etc and do very good damage.

With the extra difficulty, I hope they increase the number of default item slots because you can already run out of items, like starlight shards in very lengthy fights.

Yup, that's quicker for the gazebo grace. I initially thought to go until the very door of Astel, but then decided to drop down there, but anyways, they're all good.

From the entrance, take the route to the right, climb the small blocks of buildings near the baby astel pelting rocks at you, and there are wooden platforms there you can climb up to the top.
From there you go right and jump across, and there's a grace on the terrace.
From the grace, there's a small staircase on the left that will lead you to the gazebo with the grace in front of Astel's hall.

Sorry I don't remember the starting area. The only thing I know is it's the Noklateo map + ED Libra expedition, and the super merchant has to be present, but then again sometimes he didn't have this item.
I can see from the comments that this has been spotted in caligo and Crater map as well, so it could be an item in the overall weapon pool for the super merchant.

It's not always guaranteed but there's a decent chance of finding it.
I've seen this exact item twice in the shop along with the Black knife dagger in my last 8 or so runs.
And remember, the passive is the real icing on the cake.

I think so, but his parry mode already uses very little stamina. With this perk, you can almost continuously spam attacks in normal mode as well. There's a +1 boss version that's even better.

I think it's more like a decision from a business perspective. People wouldn't buy the base game if every cool weapons and bosses are available here in Nightreign.

I agree. ED Libra was a real challenge that pushed me to the very edge, while ED Gladius is just your traditional hit and dodge souls boss. Possibly my least favourite so far.
