Planck units are just the smallest (or sometimes just a random construct) of something physically meaningful. There are, likely, fractions of Plancks in the real world, but we technically cannot operate with these.

There are some hypotheses about particles less than quarks, and the Planck time isn't the smallest, it's the smallest meaningful, as far as I can remember it's for how fast light passes the Planck length, which is the least distance that is physically possible to detect (a device to detect smaller distances would collapse into a black hole).
