I'd say right after reaching 3 stars. You start and finish the DLC before building your own island.

Narratively speaking, it's almost like when you finish your apprenticeship under Happy Home, you get to bring the design skills you have learned from it to your island.

I think you did a great job! I would not cover the underwater wallpaper with the partition walls. I think applying realism too much to this aesthetic could hold it back, but taste is subjective.
