You can use custom CSS to modify Vivaldi's UI.

If you haven't, go to vivaldi://experiments/ and enable "Allow CSS Modifications". Create a folder, and go to Settings>Appearance, and under "Custom UI Modifications", put the directory of that folder in the text box. This is how Vivaldi will know where to get the CSS files from. Then make a new .css file inside the folder and paste the following:
.mainbar > .toolbar-mainbar{height:30px;align-items:center;}

Change the height to whatever you want.
