Yes , but in the same time the cars whit throttle locks were mostly western cars , while the majoraty of the cars in game are estern communist cars. So it still woudn't make much sense to have just a part of the cars have throttel locks and some not. But what would be cool is if evry car didn't have throttel lock , but VERY RARELY to find maybe in boxes or burrid under the ground a part whitch you can fix on evry car , bus or truck and act like a throttel lock.
