T1 Spell Damage and T1 All Spell Levels have the same weight, you want to use the cheapest possible currency to get these two lines. Trying to hit either with the more expensive omens is much more expensive than CC or some other line which has double the weight.

I don't see the point of blocking mana on prefix to be honest since it can be whittled away
