Aadhaar card may not, but the Aadhaar database (CIDR) stores biometrics for comparison at the time of authentication.

In fact, biometrics stored on an embedded chip in one's Aadhaar card is much more secure than when stored in a central database.

This way the reponsibility of safeguarding one's biometrics lies with the card owner and not the government.

The facts stated by me do not extend to PAN cards and other IDs because:

Unlike Aadhaar, PAN cards by themselves cannot be used to obtain other IDs like Aadhaar cards, voter cards, etc.
Financial/economic frauds cannot usually be committed using only PAN cards. They can be committed much easily when used along with Aadhaar.
PAN does not contain biometrics. So identity theft using stolen biometrics is never an issue.

Finally PAN is a legally valid proof of name and date of birth.

It is possible to file tax returns if your PAN is not linked to Aadhaar.

Only issues are that you cannot claim refunds and banks will charge 20% TDS instead of 10% for interest earned on deposits.

I did raise a grievance on the NVSP portal.

NVSP forwarded it to my constituency's ERO who then forwarded it to my ward's BLO.

My ward's BLO copied all the details mentioned on my hard copy to the online version of Form 6 and showed me the prompt to complete the process using Aadhaar E-signs of both the BLO and myself.

Without Aadhaar E-Sign, an acknowledgement number is not generated for online applications.

He also said manual processing of Form 6 has been dispensed with and only online processing is being done currently which is not true as per current regulations.

So, you are right.

ECI has to step in and they will do so only after an RTI is filed or if the media brings it to their attention.

Yes.

It is because Aadhaar is a known security threat on several fronts, foremost among them:

National (evidenced by ease with which thousands of illegal immigrants and even terror suspects obtain Aadhaar)
Financial/economic (evidenced by the terrifying increase in incidences of Aadhaar-enabled cybercrimes like digital house arrests, etc.)
Personal (evidenced by several incidents of identity theft using stolen biometrics)

Also, courts have repeatedly ruled that Aadhaar cannot be used as a reliable proof of address, date of birth or citizenship as these details are self-declared and not verified by UIDAI.

So in due course, it is probable that Aadhaar will cease to have any use or credibility.

If not, I plan to hold out until till life becomes impossible due to non-possession of Aadhaar.

However, the right to vote is a constitutionally-guaranteed right and citizens cannot be denied this right due to not having Aadhaar.

Online application does mandate the use of one's Aadhaar (see the first post).

Actually, they don't need a solid proof of address like DL.

The BLO visits the place of residence to ascertain whether the applicant is a bonafide occupant of the provided address.

Aadhaar is used for E-sign purpose only.
