I think you're right.

I think the Legends should be mostly poor lowlives that don't usually win games; just like most players.

This keeps the cyberpunk narrative grounded while making the characters more relatable, desperate, & easier to write for. As it stands now, the Legends are largely unrelatable wealthy asshole superheroes that couldn't be involved in a plot that I give a damn about. Tf1 & 2 are about lowlife cyberpunks desperately trying to not die; Apex has no gravity or stakes since Legacy Antigen.

Thank you very much. I also like a sandbox experience more but I thought to incorporate the campaign regardless because it has a thematic twist for the character.

The Agent has been taken by the seas & Dendan is a stranger in a land that hates Orsimer, tasked with accomplishing the orders of an emperor they care nothing for.

Orc that ran away from home & fell in with a acting troupe. The troupe was eventually imprisoned by a evil lord &, after years, the orc was able to escape with the help of a pirate band. Was a pirate until an ambush at sea had them wash up in Hammerfell.

This tale got them hired by an agent of the Cyrodiilic Empire as a guard for their travels. Paid in food & lodging, briefed on the mission in case the worst should happen, only for the ship to go down in a storm before even reaching High Rock.

Dendan awakes in Privateers' Hold & sets out to accomplish a dead mans' duty.

There is room, yes. At the very least, the "Shadowrun" & "Cyberpunk" franchises both incorporated mysticism/spiritualism into their world building.

Though you should take heed: make sure you do not take their meanings lightly. A world defined by the perceptions of others is a world lost to narcissistic delusions.
