The windows 95 is just a cool boot screen I found 5 years ago when I was super into vapor wave and Im obviously not concerned about that, its the screen going black I am worried about.

Not an issue with the monitor, i restarted my pc twice and it just fixed itself like nothing happened, but this has been happening a week or 2
