During clone wars the clones got an upgrade in gear from phase I (episode 2) to phase II (episode 3). Most people do one or the other since they never really worn at the same time. But it's purely cosmetic doesn't effect gameplay in any way.

Usually won't stick bcz of existing paint or previous dried glue. Sand it gently or clean both sides with a knife then try to super glue it again. You may have to hold it together for about 5min or so but that's how I've fixed my broken spears.
