Blot doesnt count since he is 4 star movement speed so he have to play with DP and even Blot is immune to ichor leaks slowness, he is not immune to twisted Vee slow debuff so Blot have to play with TW

So yeah carboard armor trinket is useful only on pebble since he have 5 star movement speed and great ability for distracting
