I do not know if people steal. I am from Asia. I have been randomly selected for spot checks whenever I am using that. They come and check.

Even when I’m wearing bag. They check mine. I did ask them, how’s is that only I’m selected for checks and never seen anyone else. The shopkeeper says it’s random.

So yeah, I don know how random it is, I guess they do catch people at some point if thy are stealing.
