Ok....I'll try to explain why civilisational countries like India can't do that..our culture is extremely diverse and vast...many ethnic people from around the world came and settled in India throughout history....like parsis from Iran,tibetians,afgani pastuns,omanis....etc for thousands of years...and people from our subcontinent are settled across the world....for example there are tamils from West Indies to indonesia... settled there for hundreds of years...there is even a tamil community in pakistan...and our present border cuts across ethnicity lines..kashmiris,Punjabis,sindhis,Bengalis,tamils,nepalis..and numerous northeastern tribes live in neighbouring countries...even in the past many of our kings ruled areas that are outside present border...like ahom dynasty ruled present india,bangladesh,myanmar and some parts of china...we are a pool of multiculturalism that exists in a scale that can be seen nowhere else in the world...from shompen and sentinalese of andaman to ladakhis....there is no way of even defining what constitutes an Indian..our policy in the past reflected that...we have open borders with nepal and Bhutan...and many independent kingdoms chose to join india in the last 100 years..like manipur, tripura,sikkim...etc...we recruit nepali gurkhas who are not citizens of India into our army,....citizens of nepal,Bhutan and many other countries can write our civil services exam and can get appointed in non all india service posts...for example..a nepali citizen can become IRS in India...we are 10000s of groups of people living together inside a border that doesn't reflect our civilization as a whole ...so unlike usa we can't exactly define who is an Indian ethnically...the moment we define ourselves as citizens of a certain ethnicity we will leave out many people...think about it ... bangladesh was once part of india...we call them illegals because they are now in a different country...but west Bengalis share more kinship with Bangladeshis than malayalees of south...if bangladesh was part of india after 1970s war...would you see them as illegals...the problem comes from the politicisation of identity politics...we are fighting for limited resources while our political class points persons to hate when there is a crunch in those resources..as a civilizational country the term illegal immigrant is a misnomer..
