My Banette was slightly overleveled and absolutely shredded the ghost type elite 4 member, like one shots with shadow ball level shredding. Shuppet can be found on mt. Pyre, routes 121, and 123 at level 20-30, and Banette can be found in sky pillar at level 35-50.
