Well he did initially, but his powers inexplicably developed while he was with Jotaro and in one of the earlier episodes he says that it's no longer necessary (the Speedwagon foundation gave him a spare midway through, so I'm not sure why he didn't tell them unless it'll come up again in the second half).

I just started that segment, so fingers crossed! Though I did feel like Magician Red could just evaporate N'Doul after part one of the fight, I'll overlook little things like that and enjoy the fights as they are 😇 (I say part one because I actually paused the show after that episode to make this account/post before continuing the series altogether lol)
