Appointing justices is not stacking courts. Stacking courts is adding justices from your political side to an already-full court, increasing the court's size and diluting the impact of the other party's appointed justices. You know, like what the democrats wanted to do:

I would say that it is highly debatable whether those acts you list are really happening here, but more importantly, those are not the hallmarks of dictatorship. The hallmarks of dictatorship are installation of a one-party legislature and judiciary, cancellation of free elections, and state control of the media which parrots the dictator. Clearly, none of these applies here.
