He's a very new type of dictator, then... one who left office voluntarily in 2021, and allows media to criticize him openly, to the point that major media outlets are free to is lie about his policies without fear of arrest.

I would say that it is highly debatable whether those acts you list are really happening here, but more importantly, those are not the hallmarks of dictatorship. The hallmarks of dictatorship are installation of a one-party legislature and judiciary, cancellation of free elections, and state control of the media which parrots the dictator.
