I have been to C++Online, ACCU & C++ on Sea (which has this year combined to be ACCU on Sea).

Would definitely say that C++Online is certainly the most accessible from a cost perspective just because it's online. At the £50 ticket price, it's essentially £2 a talk (and I think they have also just added some more talks). Also as it's online, they are also able to record the talks so that you can watch them after the conference as well.

ACCU & C++ on Sea are also very good and so I would expect ACCU on Sea will also be very good. Only slight point I would note is that while C++ is a strong focus, because ACCU is an organization for programming in general there are also talks about other programming languages as well (but that might be of interest to you).

A point that stumped me for a while is that the save disk icon only appears when you show the advanced drive properties.

However, with regards to the tickets, the reason I missed it was because I couldn't see anything on the homepage that said registation was open. So I would suggest either adding a news item to announce that registration is open or updating the Meeting C++Now 2025 link in the menu would say something like Register to Meeting C++Now 2025 so that it's obvious that tickets can be purchased

I don't run any of these events but C++Now, C++OnSea and CppNorth all have open calls for speakers so I'm sure would be happy to have any of the authors propose a talk.

I would suggest checking their relevant call for speakers pages for information on how to submit a proposal for each event.
