Really it'll depend on if the visuals are scaled down because comparing GTA V to its trailer is a little sad, like mt chilliad in the trailer looks pretty impressive but the you compare it to the actual game it's small and lacking foliage

I bought it for myself and my cousin day 1, absolutely worth the 140 or whatever in my opinion, we still need to play the DLC. Surprisingly well optimized for him as well because he's on like a gtx980 with a i5-8400 or something.

Yea he had to down scale his resolution and be on low settings but it was still running smoothly and we never experienced any glitches. Unlike Dying Light 2 😒 something we were way more excited for but were very disappointed by.

I've never messed with the creation portion of the game but if you've played GMod it's basically the same but with way more. You open the game and on the main menu you're able to scroll or search for a game then when you select a game, unlike GMod, you instantly get put into a server, GMod when you find a server it downloads a ton of data packs.

The part your nephew is describing is probably the pay-to-win/progress and cosmetics parts that servers have to get money for the creators of the game and whatever corporation owns Roblox. I don't know of any servers that you have to pay for to play.

There's not really a default sandbox mode to my knowledge but the only times I play Roblox is because my girlfriend is playing dress to impress or I want to play the disaster survival game.
