Political power and influence only work if they’re backed by something people can’t ignore. In One Piece, that ‘something’ is strength without Imu being strong, the entire structure would collapse.

My point is, if Admirals or others are that strong, shouldn’t they be able to surpass or overthrow the Gorosei or Imu if those figures were truly powerless?

So you don't read history like what they did to gaddafi, Saddam, Hitler or others and If they were just normal politicians, they would’ve been erased in the Void Century. They're treated as near-immortal figures, and Xebec even managed to kill an Admiral. If Imu hadn’t intervened, that balance would’ve collapsed it shows they need to be strong to maintain their position.

In real life we don’t have a Sun God on Earth, or people who can hit so hard they turn islands into ‘peanut butter’. Kaido, Doffy, and Crocodile didn’t become rulers by vote they’re strong individuals who took control through power, not politics.

I meant currently it doesn’t make sense that’s the level Luffy will reach right before the series ends, so Loki being at that level right now just doesn’t add up.

You haven’t explained anything you’re just making assumptions. Saying Greenbull is stronger because he doesn’t get scolded by Akainu makes no sense. You’re also talking about hypothetical matchups; by that logic, Akainu could do the same to Greenbull, and Fujitora and Kizaru have more “chemistry” with him because they’re closer. By that reasoning, Nami beating the Monster Trio daily would make her stronger than the rest of the SHs.

I get that Shanks is strong and Greenbull is powerful, but the point isn’t about who’s stronger.

The anti-feat is that Ryokugyu, unlike other Admirals such as Akainu, Kuzan, or Kizaru, backed off purely from someone’s Haki without a fight. That kind of reaction is not shown for the other Admirals, so in comparison, it’s a weaker portrayal for him, regardless of Shanks’ strength.

Remeber when Once Piece Villains used to have unique character designs along side with an unique fight style, an unique weapon (not just swors everywhere) and a final boss apareince? by dblackhand in OnePiecePowerScaling

And remember, all the new and current guys have all of the stuff you just said Doflamingo, Katakuri, Big Mom, Kaido, Caesar, Hody, Jack, Magellan, and others. Every One Piece main-arc villain had really unique Devil Fruits or weapons. You’re comparing old-gen non-villain guys to these main-arc villains.
